Adapting to the low-carbon trend and enhancing the competitiveness of green trade

     Currently, global climate and environmental change issues are receiving widespread attention, and the level of low-carbon and green development has become a benchmark for countries around the world to measure economic quality. Multinational corporations place greater emphasis on ESG sustainable production and operation, promote green and low-carbon procurement, and reduce the channels and quantity of imported high carbon manufactured products. The general public is striving to practice the concept of green and low-carbon, consciously promoting green and low-carbon consumption, and reducing the purchase of high carbon goods. How to develop green trade more effectively is worth studying.

     From the perspective of China's situation, with the continuous deepening of the green and low-carbon transformation, green trade has received continuous attention. Using environmental products as the starting point to promote the coordination of trade, ecology, and human health, it has contributed great power and wisdom to the world's sustainable development. The "China Green Trade Development Report" released by the Research Institute of the Ministry of Commerce in 2023 shows that the scale of green trade in China has basically maintained a growth trend, with an average annual growth rate of 3.18% from 2013 to 2022, an increase of 2.3 percentage points in the global market share, and a clear trend of diversification in the green trade market structure, with continuous optimization of green trade methods. In the future, green trade will become an important lever for China to transform its trade development mode and build a strong trading country. It will also play an important role in promoting green and low-carbon consumption among the people and promoting green and low-carbon production by enterprises.

     Implement a medium - and long-term green trade development strategy. Develop long-term plans, promote the construction of green trade, eliminate various institutional and institutional obstacles that hinder the development of green trade, expand the scope of green equipment, technology, and service trade, and focus on reducing the threshold for green trade. Resolutely restrict the trade of "two highs and one capital" products, formulate flexible and preferential tariff policies to promote green trade, formulate more efficient, fast, and preferential measures for green trade from the perspectives of hard and soft environments, actively build green trade policy channels, eliminate existing trade policy barriers in the past, accelerate the efficiency of green product customs clearance, and achieve green trade liberalization and facilitation. Actively guide individual consumers to consume green products, introduce green equipment to enterprise producers, reduce green trade costs for various economic entities, and continuously create a good green trade and business environment.

     Consolidate the foundation of green trade. Accelerate the transformation of economic growth mode, vigorously develop new energy and environmental industries, improve energy utilization rate, promote the research and application of green and low-carbon technologies, encourage domestic enterprises to carry out low-carbon emissions reduction, achieve the transformation of traditional trade to green and low-carbon, and expand the import and export trade scale of products and services such as energy-saving and environmental protection technology, clean energy, and environmental governance. Establish a green trade fund, develop green credit, and encourage enterprises involved in more green financial products to engage in green trade. Actively aligning with the green and low-carbon standards of developed countries such as Europe and America, conducting trade in green and low-carbon products in developed country markets, such as new energy vehicles, photovoltaics, wind power, organic agricultural products, etc., to attract green and low-carbon enterprises from developed countries to invest and operate in China. In the process of jointly building the high-quality development of the "the Belt and Road", we will actively build a green supply chain, product chain and standard chain focusing on China.

     Strengthen international cooperation in green trade. Expand multilateral and bilateral cooperation in the field of international green trade, achieve mutual benefit in the face of common interests, and through the international low-carbon and green dialogue and cooperation mechanism, hold various green trade think tank exchanges and high-end forums, fully grasp the current situation and development characteristics of green trade in various countries, jointly discuss green trade methods, rules, and structures, build an international green trade cooperation framework, and formulate a green trade system roadmap. Actively work with other countries to develop bilateral or multilateral green trade rules within the framework of the WTO Environmental Products Agreement, set environmental or energy-saving thresholds for traditional trade methods, introduce various chapters and regulations beneficial to the healthy development of green trade through active experimentation and innovation, reduce trade barriers for environmental and energy-saving products, promote the cancellation of export tax rebates for high emission products, and gradually establish a carbon footprint tracking system for foreign trade products. Unite with developing countries to actively participate in the formulation of international green trade rules, promote the formation of a new system of rules for green trade among developing countries, and enhance their voice. Clarify the environmental impact assessment standards for international trade, avoid potential environmental risks in various trade activities, develop green import and export labels, and strengthen mutual trust and recognition of product labels.

     Build a green trade development platform. Pay attention to injecting green development elements into international economic and trade exchange platforms such as the Canton Fair, China International Import Expo, China International Fair for Trade in Services, China International Consumer Expo, and China International Chain Expo, and set up green and low-carbon product exhibition halls to promote green transactions. Efforts will be made to build green trade platforms such as the World Green Development Investment and Trade Expo and the China Green Food Expo, and to strengthen domestic and international promotion through diversified means. Promote industry organizations such as business associations to optimize platforms, drive Chinese green enterprises to "go global", build green trade brands through overseas exhibitions, technology investment cooperation, and green park construction, and enhance China's trade competitiveness in the green and low-carbon field.
